The Well in Action (TWA) is an Ethiopian Resident Charity Organization. TWA intervention in Ethiopia is to contribute to the sustainable improvement of living conditions of the smallholder farmers and deprived people. This can be achieved by performing programs/projects that focus on improving agricultural productivity and stimulating entrepreneurship that is implemented both in rural and urban contexts.

The main purpose of the Position

The Monitoring and Evaluation Officer (M&E) for the Mass Youth Employment in Apiculture (MaYEA) Program is responsible for ensuring that the MaYEA program effectively establishes and implements an M&E system and plan that follows the Program guidelines. The incumbent is responsible for guiding and supporting the Program team to effectively monitor program implementation in all the target areas. Ensures all the required program data are captured using database/system, tools, and formats developed for the purpose and maintained in the Program database, including data related to surveys /assessments and research. Guides/supports the Cluster team based in their implementation area to properly understand and use the database, tools, and formats developed to capture program data; and provides continuous constructive feedback on the quality of data to ensure data quality.

Technical Responsibilities

• Draft tools and their revisions as well as data collection procedures under his/her immediate supervisors

• Reviews the completeness, accuracy, and timeliness of data reported from the program team, and provides feedback that helps quality improvement.

• Ensures the Program database is up to date, and properly maintained with a system for periodic backup.

• Conducts regular field visits with the program team and program coordinator to support the quality and timeliness of deliverables.

• Compiles /organizes and maintains case studies and lessons from field-based staff for use in periodic reports.

• Prepare a monitoring checklist in line with program activity and objectives.

• Collect weekly, monthly, and quarterly data from each program activity intervention and document in hard and soft copy. Collect daily, weekly, monthly, and quarterly reports from each staff and document in hard & soft copy.

• Maintain high data quality standards and ensure the collection of data follows the program MEAL guidelines.

• Ensures all Program related documents and information are systematically organized and stored in a separate folder, with appropriate backup.

• Closely work with the Coordinator, and program manager to build the capacity of cluster staff on ongoing systematic analysis and use of data for decision-making.

• Ensure Accountability/Information Sharing mechanisms are put in place to provide timely and relevant information about the program to program participants and communities.

• Establish a multi-entry complaint or feedback response mechanism and regularly collect complaints/feedback, fill in the database, and report upwards for management action.

• Complaints/feedback obtained from the program are tracked.

• Conduct regular data quality checks

• Ensure Information Management Systems of the organization

• Lead assessment, program designing/planning, monitoring, and evaluation of the program

• Support for all PMEL initiatives and services to be delivered at field offices of TWA

• Perform any other related tasks assigned by the unit head/his or her immediate supervisor

Reporting and Communication

• Provide timely information and report on agreed-upon indicators to inform TWA head office and program lead

• Work with the program team and coordinator to provide periodic reports to internal and external reports (monthly, quarterly, semi-annual, and annual)

• Participate in M&E meetings and working groups representing the Program when assigned by the Immediate supervisor.

• Preparing quality and timely MEAL reports to the coordinator, and program Manager,

• Work closely with the safeguarding officer to plan, execute, and monitor community engagement activities focused on safeguarding and ensure their impact is measured effectively and evaluated.

• Engage the safeguarding officer in joint monitoring activities and establish quality benchmarks to ensure the effectiveness of safeguarding initiatives.

• Work closely with the safeguarding officer in developing a safeguarding action plan to be used for safeguarding performance review with your supervisor.

• Support the safeguarding officer in organizing and conducting focus group discussions with program participants to gather insights on safe programming and efficient reporting procedures.

• Collaborate with the Safeguarding officer during the establishment or adaptation of the feedback and reporting mechanism to ensure that the feedback mechanisms are robust and responsive to safeguarding concerns

• Support the safeguarding officer in ensuring that awareness of child and adult safeguarding principles, and reporting procedures, are integrated into information-sharing sessions with children and communities to maintain consistency and effectiveness across all communication channels.

Leadership Responsibilities

• Ensures compliance and/or oversees compliance with all policies and procedures by field staff.

• Address concerns or weaknesses and take appropriate action to ensure issues are resolved.

• Suggest ways to facilitate data collection and the flow of data within Program field teams.

• Identify, strengths and weaknesses in existing data collection and management systems and propose solutions along with the cluster coordinator

• Perform regular field visits to ensure the quality of data collected by Program staffs and to verify the accuracy of reported data.

• Review and analyze monthly work plan and reports with the cluster coordinator to identify the causes of potential bottlenecks in program implementation and to enhance the quality of reporting.

• Monitor the overall program quality and compliances as per the policy and M&E Manual of TWA and provide timely and useful feedback;

About You

QUALIFICATIONS AND EXPERIENCE

• Degree in the field of Social Sciences (Statistics or monitoring and evaluation, Sociology, Social Work, Social Anthropology), Community development, or equivalent

• Master’s degree in the field of Statistics or monitoring and evaluation with agriculture or rural development background.

• More than 5 years’ relevant experience in an NGO environment preferably working on a livelihood program.

• Computer literacy in all the Microsoft Office applications and Internet literacy is required

• Proven ability to analyse data and write reports that are of high quality

• Computer literate with working knowledge of databases and spreadsheet application

• Strong experience in designing MEL frameworks, conducting and/or supporting evaluations, and facilitating learning

• Proficiency in data collection and analysis software (e.g., Excel, SPSS, Stata,)

• Knowledge of digital MEL platforms and tools (e.g., Kobo Toolbox).

• Strong analytical and report-writing skills.

• Excellent communication and presentation skills are highly desirable

• Prior work experience in a non-governmental organization (NGO)
